This is good advice. Your question is very difficult to answer because much depends on your own personal lifestyle. The salary compared to cost of living is a good basis....but then you need to take into account your own ability to control spending. If you like dining out frequently, upscale clothing, gourmet foods...then of course your cost of living is going to be higher. Hope this makes sense.
