I dont claim to know anything about the law in the US, but if it was mandatory to spay/neuter it would affect those reputable breeders breeding 'in the open' with licences, who want to better the breed - but all those doing it 'behind closed doors' such as puppy mills, would just carry on regardless of the law wouldn't they? Again, I don't know anything about the law, but just a thought
