Lilly used to be the same way with putting her hair up. I taught her what a treat is, every time I'd give her a treat for something I'd say "you want a treat?" all excited like she had saved the world or something. Soon, she knew what a treat was.
Then, I'd get a bow and have her lay in my lap. In order for her to sit still I say "be a good girl and we'll get a treat" and she'll lay there patiently waiting on me to finish, then straight to her treat jar and she gets a treat and tons of "good girl" praise!
It worked wonderfully
