Well if that was what was said, I'd agree with you...but it wasn't. It was never said that
anyone who would buy a parti was ignorant and misinformed. I think the statment made was referring to those who pay outrageous prices for a dog being marketed as "rare" without any justification for such a large price tag. IMO, that 'misinformed' seems like a fitting description.
And while we're correcting misinformation...being "demagogous" by definition is not a discussion meant to rile, it's playing on common prejudice in an effort to gain power.
