Try not to be upset...I know that's easier said then done. That's great the ASPCA will charge a less amount ~ GREAT NEWS ~ So glad there are places like that. As far as reporting him, well, this is a business right? It's kinda like going to a Private Doctor vs. Planned Parenthood
