My yorkie was full grown around the waist at 6 months but she did get 2 inches longer in body length and then she was done growing. The most important mesaurement is chest/waist measurement and if you think your baby might not be done growing you can add an inch to your measurement. If you have any question on sizing when you place your order just be sure to include your babies measurements in the "notes" section on the checkout page so I can be sure to send the right size.
As for shipping to Canada, the website figures out the shipping prices based on how many items you order and the it tries to estimate based on weight of items. The shippping prices is then listed on the checkout page before you actually submit payment so you can see the price first
