If it were I, I would contact the people who have him now and ask to visit them in regards to the dog you had that went missing during your absence
after leaving it with a sitter.
I would take all the paper work over showing your ownership. It sounds
like they are nice people and probably really found your pup as a stray,
getting away from the sitter. It will be hard on them but if you truly want
your dog back I would go for it. You have not had a chance to bond with
this dog so be sure you now want to do so. He is leaving a home that loves
him so besure it's what you want. If you choose to take him he will adjust
in time just pour plenty of attention and love on him.
