Unhappy a little advice here: missing pet long story...

Let me start out this story by stating I do not want to dodge any bullets just looking for advice on how to proceed:

I bought a cairn terrier back in Nov. of 06, this dog came up missing (supposably by the person I trusted to watch him while I was moving~never trust anyone you just meet, SHE just disappeared) right before Christmas of the same year, we were in the process of moving so I lost all his paperwork and figured he was just gone for good. So I called the police~talked to sargeant; and they said that there was really nothing they could do anyway, they couldn't locate this girl either???? ....and it was a civil matter...who knows if they even tried anything?

Fast forward to today, yes I know a year and a half later, I found his papers along with all his microchip info. I call it in and find out that he has been registered to people that live about 20 min. from me (BUT 45 min from the "dogsitter"; back in June 07 and that he was "found" as a stray? THey (avid) didn't contact me because I "thought" that the breeder just registered him to me and I never did it, (along with only having him for about a month), so they didn't have my info and "supposably" there was no info on it? not even the issuing vet? sounds fishy???? so somehow he was registered to these new finders?

Anyhow, avid gave me the name of the vets office after I explained the story. I have all his microchip papers, flight papers, akc, breeding contract, etc. They said that they never had the pet as a patient and avid must be wrong?? Pretty odd being there are a gazillion vets and they pick that one? SO I call avid back to even ask where they got the info and get a nice man that finally gives me ALL the info,but suggests they are not supposed to not even the vets name? privacy rights? BUT then the vets office calls back and says yes he is a patient and he has a good home/nice couple and taken care of, do they want me to contact them with my info?
I suggested yes and hope they contact me on their own, I didn't let the office know I had the info also...The breeder is willing to help in any way necessary.

what would you do? I have the names, address, and phone number of the people that have them now (from avid). I just dont' know what to do!! Avid suggested calling the police, but the vet said they brought it in as a stray...I honestly would rather NOT get the police involved and if I did I don't know if there is much they can do??
