mine are only allowed to run off-leash if they are in a secure fenced-in backyard. And I must be out there watching. I don't leave them unattended outside...too many bad things can happen. And we are careful about unfamiliar dogs because you never know what dogs will do...many yorkies get attacked and killed by larger dogs.
