Hello,

I was told the same thing when we took Jeanie on a flight, and we did get a small carrier, but not as small as they suggested. As long as it fits under the seat in front of you, it's fine. It has to have a bottom that is leak proof also. We got a black one, I wish I could tell you the brand, but can't see it on it. We found the smallest we could find that she could comfortably sit in, that closed up completely, and that would fit under the seat. And they allowed it no problem. And it was not as small as the measurements they had given me, which sounds like the same ones you just mentioned.
