I do not like collars on our small Yorkie's .There are too many horror stories about using them.
This is what I do for my puppy. I place a harness on her. Then i use a retractable leash. It goes out to 16 ft. she is able to run around and play. Then, I can adjust the leash and have her walk beside me. She is smart and has no problems with that.
