I suppose it depends on the harness and the body type of the dog. I have Buddy Belts for both my guys - they're made of leather and quite sturdy. My Wylie is 7.5 lbs., and has a longer body - I don't think it'd be good to pick him up with it. Marcel is 3.4 lbs. and very cobby and compact - and I bet he'd be fine/safe. So, I think it depends....
