Default Need some help with non-stop whining

Hi all,
I am new to this site and I've found it extremely useful. My husband and I adopted our first puppy, Humphrey, the most lovable creature ever, 4 days ago. He has turned our lives upside down. He is only 8 weeks so we are trying to help him through the changes, give him plenty of exercise, love, attention and discipline. However, he just whines all the time, if he is not in physical contact (being touched, sleeping on our feet, having his belly tickled) he will whine... so you can imagine. I can't go into the other room, I can hardly go to the bathroom... its just really getting on my nerves and I don't know what to do. I have left him in the room crying alone and he can cry... for hours. We live in a flat so everyone can hear him and I am scared I might have to rehome him because of the neighbours.... please give me some pointers, I really am a bit desperate.
