I doubt it, I'd say your dogs would be scratching at them or something... have you checked them? They're usually really easy to see if you check on their belly, face and butt as fleas don't like light. That or you can bathe them in Original Dawn dish soap and they should fall off. Try putting a flea preventative on them to help keep them from getting them.
