If one is standing - i would just wait a couple more weeks - they often pop one up and then the other - is the hair heavy on its ears ? It helps to shave the ear about 1/2 way down with a little hand held clipper if the hair is weighing it down- if you need more help with this -PM me and i will send you more instructions.
Most of my puppies have their ears up by 8 weeks or before, but 9 weeks is plenty young yet .
