OK start again from the begining and ignore anything he does wrong.
IF they sneak off to go pee they have learned it is the safe way to pee they are scared to do it any other way.
So lots of gentle praise and food rewards everytime they do it right and walk away if you must to calm down if they get it wrong and they will.
Just before it locks in their brains they will back slid and you get upset and bang you are back to the start all over again.
