But no I do not think going thru paypal is a nice way to go the breeder agreed to give back a partial refund. Yes it would be rude and tacky!!

If there isn't a contract most people (not just breeders) will try to get away with not giving any money back. Been there, done that with almost $5000. The initial deposit of $3000 was in the contract as being non-refundable. Okay, acceptable, but the second deposit of $5000 wasn't! He tried to keep it all $8000! Nope, we got our $5000 back. If you don't fight for yourself, who will?
Another thing, I have someone here on YT who has paid a deposit for a necklace. If she changes her mind, I will refund her money. Why lose potential business or friends b/c of money? Not me! Bad news spreads faster than good!
To the OP, I say if 1/2 your deposit is okay with you, then go for it. If not, then go fight for your money. JMHO.
