I got a doggie bag that zips up completely so she cant stick her head out. She is used to it now and just sleeps when I put her in it. I actually take it into Walmart quite often, and nobody has said anything to me. I just walk in, get a cart, and put the bag in the part where kids sit. She just sleeps away in it.
