Poor baby! Next, you did the right things by taking her to a vet AND by going to the neighbor's house.
I'd take this up with animal control and the HOA. They're in violation and should be held accountable for your baby's injuries. They'd be coughing up the $$ for her medical bills or they'd be sued.
I hope she's much better today.
