Yes, the way the eyes appear when they reflect light--are they greenish or redish--is what people are referring to. It's commonly thought that the color "flash" is connected to the coat type of the dog. Greenish indicating a more silky texture, redish being a more cottoning coat.
I have found this to be true.
(I have also heard that Chocolate yorkies, regardless of coat texture, tend to have a red eye flash...but I'm unaware if that is actually correct.)
