Please do not let the ignorance of other have such an affect over you well being. As long as you do not plan to leave you puppy with your brother no harm can come to her. Although you do not agree with his "discipline" of his animals, you cannot change him unless you yourself see cruelty being inflicted upon his pets. Dogs give unconditional love which is so sad when you come upon someone like this.
