Default I'm a horrible trainer-please don't flame me

Guinness will be 1 yrs old in October.

He will not stop the chewing of our hands. I have tried everything people say. Give him time outs, stern NO! tons of chew toys, redirection. It works when he's going after our feet we use the coins in a tin can.

He wants to be pet, but he won't stop trying to bite you while you do it. I am to the point that I just don't want him in my lap because he can't stop. I don't understand it. I've never had a dog who will not listen and gets worse the more you discipline. He's a stubborn little dude, he really is.

He is still having accidents in the house, but he does use the weewee pads most of the time. He's too old to not be potty trained by now.

I just feel like I'm failing him and I know I am.

What is the most effective way to keep him from biting. I wish there was ONE and then JUST use that. He lunged at my face today and that just made me put him in his crate.
