Default Lucy is shy around other dogs

Lucy is almost 3 years and never really had a chance to be around other dogs when she was a puppy. My uncle has a westie that she has met a couple of times but Lucy usually crouches down or hides behind me whenever she comes around. I thought maybe this was because she is smaller than the westie. Well, my other uncle has a 2 LB poodle that he brought over and Lucy wanted nothing to do with it. She hid behind my legs and just looked at it. I would really like another puppy but I don't want Lucy to always be afraid. What are some things I can do to make the transition easier? I think if she was around a dog consistently enough she would be okay. She is the same way with humans and won't let someone touch her until they have been to the house a few times. Any advice? She is very playful and I think she would enjoy another dog to play with if only she could get over the fear. I am guilty of picking her up, which I just read on another thread that I shouldn't do that.
