When I'm teaching any skill, I reward in the beginning when they just start to make the right move. Gradually, I start insisting on the full move before I treat. I think that would be the same for potty training. Your 9-week-old obviously understands. He's just not there yet.

Maybe move him to the center of the pad after he does it, then treat.

Oscar had a few misses at the beginning too. Sometimes I would even move him to the middle of the pad while he was mid-stream. It didn't seem to bother him or interrupt the flow. He caught on pretty quickly.
