I think I would reward at 9 weeks, but I may be wrong. Hopefully, someone else will weigh in.

When I'm teaching any skill, I reward in the beginning when they just start to make the right move. Gradually, I start insisting on the full move before I treat. I think that would be the same for potty training. Your 9-week-old obviously understands. He's just not there yet.

Maybe move him to the center of the pad after he does it, then treat.
