How old is she? Many times dogs that are getting their adult teeth can have some really foul breath.
Well, of course keep brushing...or trying to. Other than that, make sure that she has her teeth professionally cleaned when deamed neccessary. Also, you can get an Oral Liquid care product online or from a PetSmart that you add to her water bowl--it cuts back on tartar and helps freshen breath.
