Ditto what everyone else has said. 12 weeks is best, but he'll be fine at 9 weeks, you just will need to step in and do a little bit more to be sure he gets socialized properly.

That being said, I would caution you until he's completely thru his shots he shouldn't be exposed to other dogs. If you take him out with you, like to a pet store, please do not put him down on the floor or in the common grassy area's where other dogs have been. When you go to the vet, carry him in and hold him up off the floor at all times. Why are most dogs at the vets...because they are sick. It will be your job to keep him safe until his immunity has built up. Also, please research the shots and decide for yourself what is best for your baby. The combo shots usually don't work well for these little guys. It's best to spread them out and not hit them with too much at one time. I don't know if the Lepto shot is recommended for your area, but after the research I did, I decided it wasn't worth the risk for Gracie Ruth compared to possibility of her being exposed.

Just ask a lot of questions, be a pest even if you have to. He only has you to watch out for him.
