Do you want him to go inside or outside? Grass and pads smell and feel different. Try choosing one method and sticking with it. Also, he's 3.5 months old. Your expectations are too high. It's important for you to be consisitent because when he finally is able to hold it long enough to think about where to go, he will know what to do. He's just a baby. Most Yorkies aren't full trained until they are at least 6-9 months old and some not until they are 12-18 months old.
