sounds like weevils to me. Weevil eggs stay dormant in the wheat and will hatch out when the temp gets just right. So many of the commercial dog foods get old in the stores from sitting in warehouses and then on shelves.
I hope you will find a better quality food for your babies too.
Check the ingredients and make sure there is no corn, no wheat or soy, and no by-products.
