It is true that some places are passing spay and neuter laws. One was passed in the city of LA not long ago. From my understanding, there are people that can get permits to breed, intended of course for legitimate breeders. It's to help stop the numbers of homeless dogs wandering the streets, and all those back yard breeders. It might even help eliminate puppy mills since there are standards that must be met in order to get a breeding permit.
Responsible breeders can still exist.

These sound like reasonable and even logical solutions to our critical pet over population. It would be wonderful if we were working towards ending the need for shelters.
