They tried passing one here ( CA ) last year, it didn't go over very well, so they intend on trying to bring it back again. It was a huuuuge ordeal, they even had people like Bob Barker supporting them. They were going to make breeders have to pay out all kinds of money for breeding permits, and you would only get the permit if your dog was a show dog. They had all kinds of stipulations, it was ridiculous!
