Oh my gosh...I had not seen that yet! I do think that was a bit harsh, but neighbors also need to think about what could happen if they break the law....even if they think that letting their dog use your lawn as no big deal. She makes it sound like it was only a few times. I'm willing to bet, it was an ongoing problem and I know how frustrating that is.
