From my own personal experiences as a dog lover and dog owner the obvious answer to this question is absolutely, yes. The regulation of pet stores, breeders and puppy mills would decrease overpopulation and animal cruelty around the country.
Regulations at pet stores could ensure all pets would receive adequate vet care, proper living and holding conditions while they are waiting to be purchased. It should allow potential customers the ability to find out where the animals came from. Regulations should also demand trained professionals or trained employees on the proper handling, treatment, and care of all animals in their respective stores.
Regulations on breeders should demand all or any animal sold in this country, be bred by a person with a legitimate breeders license. That guarantees that respectable agencies the breeders are with, will be inspected and ensures the health and welfare of animals. If those policies are disobeyed there licenses will be revoked and if continued further actions should be taken to prevent such person from attaining a new license. Now the issue lies with the “backyard breeders.” How do you get rid of the backyard breeders. Pass laws and make it illegal to breed animals without a breeder’s license.
Humane Society shouldn’t put regulations on puppy mills, they need laws against puppy mills. Until some smart man or woman in the big house decides to pass those laws regulations is a short-term solution. Regulations should limit how many animals a person can have. It should include the amount of species, breed, and gender. The regulations need to limit the amount of litters and puppies a puppy mill can produce every year. The regulations also need to specify in the biggest font possible, what exactly is efficient living conditions and maintain them. If there is a violation of such policies, the offender is subjected to harsh penalties and punishments.
If the regulations for pet stores, breeders, and puppy mills are installed it would decrease the amount of animals that end up in shelters. Time and time again, there is always news or reports or some sad story of shelters always being full and not having enough money to support the animals so the animals are being euthanized day after day all because someone was trying to make a quick dollar. Install the regulations so that the dollar becomes nearly impossible to attain and so animals can have a better life and start being treated humanely.
