Confused Problems after teeth cleaning

My 14 yr. old male Yorkie, Charlie, had his teeth cleaned under sedation 2 weeks ago. The vet had tested him prior to the appt. to see if his liver and kidney functions were normal. When we picked him up that evening, he was lethargic and could not walk. The vet said he would get better in 2 to 3 hrs. but the next day, he still could not walk and slithered around the house like a seal. He stayed at the vets for 4 days where he was treated with antiinflammatories. Eventually he began to walk, although clumsily, and now walks slowly but straight. He still has a weakness to his hind legs and can't climb a stair. His bark is also very high pitched. Has anybody every experienced this? He doesn't seem to be in any pain but just lacks the energy he had prior to the dental cleaning. Perhaps the intubation bruised his larynx.
I am giving him NuVet Plus and NuVet Joint supplements. We are thinking he could be experiencing vestibular syndrome brought on by the sedation. Any ideas?
