UPDATE: Rosie is fine...looks pitiful but fine
They'll take her stitches out on the 25th. I called animal control all they can do is talk to her about how to walk her dog. Like I said before she usually goes across the street to avoid any conflict. I don't think she saw my sister and Rosie because they were in between cars. I'm going to give her the benefit of the doubt and think that she went to put the dogs up then come see if Rosie is ok (or I hope that's why she walked away). I really don't know her story yet. After work, I'm going to find the apartment she lives in and talk to her. I haven't tried asking for the money yet, so who knows she might work with me. I'll keep everyone posted.
