Especially since they were each under 10 lbs. I don't know why she didn't stop her dogs and didn't lock the leash. My sister's boyfriend picked Rosie up and broke the fight. I don't even want to think about what could have happened if he wasn't there. My sister was tripping because she was tangled in the leashes so she really react. That dumb lady. I'm so mad and upset.
