I would just tell him this is something you really, really want and you want a valid reason for his objection. I would say that "if YOU were wanting something this badly and it wasn't going to hurt anything for you to have it, I would want you to have it, why don't you feel the same for me?" Unless he has some valid objection to getting him, what could he say?
I wish you the best of luck. Maybe if you could get him over there to actually see the dog, he might not be able to say no, also.
