Isn't it sad that we can't even be sure that when we rescue a pet, we're not being scammed! What I would do is see if he'll let you book the flight yourself and see what his reaction to this is and go from there. Yes $500 is too much, my boy came all the way from Germany and it was only about 275 for all the paperwork and flight etc...
