I think 15 in. would probably put him in the medium category... just make sure to go by inches rather than S, M, L. I'll let you know what size it is in my clothing as soon as I get the clothing and can put them in size categories.
Also, I'd like to thank everyone for your input! It's greatly appreciated, as now I more or less know what the more popular sizes are.
