Try putting some baking soda on a damp compress and holding it on the site for a few minutes. This tends to sooth the site itself. Otherwise, sounds like you did everything. Poor baby.
If she doesn't want you to hold anything on the site, mix up a strong batch of water and baking soda and put it in a small cup or container. Have her stand with her foot in the mixture.
