It could be the treat you have in it. Try putting something your baby loves inside. See if that makes a difference.

I bought 2 of the bubble like Kings and 1 if the bone shaped Kong's. My babies attacked the bubble shaped ones but would not touch the other one. I finally figured out it was what I put in it. I put the little doggie treat bones in the bone shaped one.. they didn't like them. But when I sawed one of the stick treats in half.. and put half in each end. (after taking a sharp chopping knife and making it smaller around) they loved it too.
