Have you ruled out food, some dogs are allergic to corn and develop itching problems and many dog foods contain corn? Also since it's an area where he sit's or lays, is it possible another surface besides grass is bothering him? Even some laundry detergents have perfumes in them that can irritate some people. Although many people are allergic to grass it's not from touching it as much as from breathing the pollen from it, but I'm no expert.
