They are safe in that they can't break large pieces off and that they are digestible (Rawhide is not). You still need to supervise to make sure they don't chew it down to a little nub and then choke on that piece - just take them away before they get so small. Mine have enough experience with bully sticks that i don't feel i need to be right next to them when they are chewing, but I do pick them up if we leave the house just in case.
