Being a Nurse, I wish they had the same policy with animals as we do with humans. . .if we suspect neglect. . . .report it immediately!!! This should be reported, it's blatent abuse. . .poor baby and labs are the sweetest dogs!!!! I feel so bad for him:

and it makes me so mad, why have him????(
