7-8 months is a good time to switch normally but if you compare the Wellness Puppy to the Small Breed Adult (dark red bag) the ratios are very very close to each other. I can't remember the exact difference but I believe the puppy has 2% more fat and a little bit more fiber. So either one is not really going to matter, I would switch to the small breed adult.
Now if you are talking about switching to the Super 5 (green or purple) bags I would stay on the puppy formula because the ratios drop dramatically
