Good luck, many people buy from puppy mills and have no idea that this is the case. Pet stores and websites sales are furnished through puppy mills and backyard breeders. Usually I'm against someone from buying a puppy mill dog, and saying they rescued it because this dog will be replaced by another, and it's parents will continue to live in horrible conditions. However, in your case it's a true rescue. Check out the rescue group, and make sure it's a legitimate rescue. Many breeders are getting more business savvy and opening up their own rescues. A rescued dog usually costs no more than $300, and is always neutered, I'm not sure about puppies, but please make sure this is not just a way for a puppy miller to dispose of his dogs.

I'm a little suspicious of Good Dog Rescue, here is the website: Welcome to Good Dog! Rescue Why were they having a problem following state regulations? State regulations are usually extreemly easy to follow for all, but the very worse. Please check into this more.
