When you have him out in the house, show him where the pad is then watch him carefully. When you see him starting to sniff and circle, pick him up, put him on the pad and give him the command to "go potty." (Or whatever you use). Once he goes on the pad, praise him profusely and give him a treat immediately. Be consistent, and he should catch on pretty quickly.

I found that occasionally I'd put Oscar on his pad and he'd just sit there looking up at me. I bought a spray housetraining aid, and it has worked wonders. (It's a liquid, that to the dog smells like urine. It doesn't smell like anything to humans). When he's sitting on the pad not going, I'll spray a little on the pad and repeat the potty command. Nine times out of ten he'll sniff the liquid and go on the pad.
