Was he drinking fine before the neuter or has it always been like this?
If you are giving all homecooked, wet foods he probably doesn't need much water. Ellie eats homecooked and only drinks occasionally because her food is about 75% moisture.
If you go back to kibble, you can soak it in water so he has no choice or feed canned which would probably be better anyway (or balance the homecooked recipe and continue feeding that).
