Not exactly a holder, more of a floor protector. I used to use the rubberized flannel infant crib pads under wee-wee pads to protect the floor. They will absorb some "overages".
Also, what I use now to protect the floor is a large washing machine tray (from Home Depot) I just lay the pads on it and it gives the pups a larger area.
For training, when I had a puppy pad shredder, I used this one from Drs Foster and Smith--it was way better for holding down pads than the Petsmart or Petco ones were:
