Unfortunately, there are always "loop holes". Apparently since this woman is 'licensed' with the USDA's office, local investigators have no rights to do their jobs. There is the links to this news story:

I hope this link works. And I hope and pray that there will be a positive outcome for over 1000 poor, abused and tortured animals. If anybody knows how to start a petition to make some sort of impact with the legal system...please let me know! I live about 30 minutes from this puppy mill and it just makes me sick that the sherifs office has records of 20 years worth of complaints about "Pick of the Litter" Kennel and Kathy Jo Bauk and NOBODY is able to DO ANYTHING because of bureaucracy!
